Prior to WW2, Hitler, had been for some time promoting the idea of the superior Aryan race, and that belief (however delusional) was an integral part of what made up Nazi ethics. By the time of the Olympic Games of 1936, which were to be held in Berlin (bad timing or what) Hitler's administration saw an opportunity to promote their Nazi agenda and their superior man. They even went as far as banning their own non-Aryan, German athletes from being able to participate in the Olympic team. And as for the 'inclusion' of the world's non-aryans...well if they were quite happy to tell native Germans no, then they were equally content, if not more so to tell the non-aryans from the international community to go to hell.
This stark Nazi edict lead to a worldwide campaign to boycott the games or at the very least, have them moved to another country. But after much negotiation the games went ahead in Berlin, but still with plenty of controversy and protests abound.
In the end, Jesse Owens achievements were so grand, that in the space of 45 minutes, he set 3 world records and tied a 4th. And to this day his combined accomplishments have never been equalled. Running rings around all the athletes in 100 meters, 200 meters, Long Jump and the Relay race, Jesse single handedly debunked Hitler's Ayran myth of the superior man and also provided some much traction for race relations in the US.
